Maintain zero-tolerance against HR violations: Kashmir CM tells Indian troops

Srinagar, January 14, 2009:

Chief Minister of Indian administered Kashmir Omar Abdullah Wednesday urged Indian troops and police to ensure zero-tolerance against human rights violations.

Addressing a meeting of officers of various Indian troops and paramilitary troop companies in Jammu, the winter capital of Kashmir, Abdullah said that the state authorities would investigate human rights violations in a transparent manner and immediately punish the guilty.

He also urged troops not to cordon areas unnecessarily and stay away from making needless arrests.

Following massive protests in June last year over the controversial transfer of state land to a Hindu shrine Indian troops and police killed over 70 people in Kashmir, and injured and arrested hundreds.

Abdullah also asked the authorities to investigate human rights violations in a transparent manner and immediately punish the guilty.

He also urged troops, paramilitary troops and police not to harass Kashmiris unnecessarily.

About the occupation of various buildings, especially Health and Educational institutions by troops, Abdullah said that a committee had been constituted to examine the issue and take a decision to provide alternate accommodation to the Indian troops.

Abdullah was addressing the first meeting of troops, paramilitary troops and police after taking over as the chief minister of Kashmir.
