4 million cases pending in Indian High Courts

About 4 million cases were pending in the 21 High Courts in India at the beginning of this year, Minister for Law and Justice, H R Bhardwaj informed the Lok Saba, the lower house of the bi-cameral Indian Parliament today.
A total of 40,243 cases (including civil and criminal matters) were pending in the Supreme Court of India on 31st January, 2007 while as about 4 million (39, 91,251) cases were pending in 21 High Courts in India on December 31, 2006. These include 32,87,037 civil cases and 7,04,214 criminal cases, Bhardwaj said.
Disputes in Indian courts are known to extend over years - decades in many instances.
The minister informed the parliament that various corrective measures were being taken for speedy disposal of court cases.
These include increasing the Judge strength from time to time, grouping of cases involving common questions of law, constitution of specialised benches and organizing Lok Adalats at regular intervals etc. have also been taken.
Alternative modes of disposal including mediation, negotiation and arbitration have been encouraged. Special tribunals like Central Administrative Tribunal, State Administrative Tribunals, Income Tax Appellate Tribunals, Family Courts, Labour Courts, Consumer Courts etc. have been set up to expedite disposal of cases.
Apart from the 4 million cases in High Courts numerous cases are pending in the lower courts in India. The government did not state the numbers of cases pending in the lower courts.
